Chinese Partners
Saich liked the idea. He drew in Tsinghua as a Chinese partner, alongside the State Council’s Development Research Center. Tsinghua had created a school of public policy in 2000, and Saich says he was eager to promote ties with it, as well as to have a partner on curriculum and training development. Money quickly became a sticking point.
“Sending 50 senior officials to America was not approved of by some people in China,” says Saich, 60, a native of the U.K. who has written or edited more than 20 books on China. “There were a lot of fears about what the program would teach, would it be worthwhile.”
So Saich began looking for a company that would be willing to pay for the program in exchange for a chance to improve its relations with the Chinese government.
